Are all build materials in Sims 3 now CAST-able?

Are all build materials in Sims 3 now CAST-able?

I can edit my railings. I can make them new colors. I am convinced this is a bug, because it seems to perfect and logical to be real. When did this happen—with the recent patch? How did I miss the news?

Holy fuck I can edit the stairs, too.
